Stelio Stefanou’s support-services group Accord opened for business in 1999 when he demerged the firm from the John Doyle Group, a construction and property company that he ran with his brother Stefanos. The Hertfordshire company, with sales of £249.8m in 2004, provides highways, property, environmental and business services to clients that include local councils, central government and housing associations. Accord has expanded to handle higher-margin private-sector facilities management contracts, and last year employed 3,664 staff. It recently won an environmental award for its recycling of material collected from roadside gulleys in Oxfordshire, which it turns into topsoil and soil conditioner.
